Storyline

The Director of Operations of the United Nations (UN) Office for the Coordination of Humanitarian Affairs (OCHA) John Ging said today (1 May) that the situation in Central African Republic (CAR) “continues to deteriorate at an alarming rate.”

The crisis, which began in December 2012, has left thousands of people dead, and 2.2 million, about half the population of CAR, in need of humanitarian aid. More than 650,000 people are still internally displaced, and 300,000 have fled to neighbouring countries in search of refuge.

Speaking to reporters at UN headquarters about his recent visit to CAR, he said “as a result of their experience with violence they are overtaken by fear. They are also being radicalized and manipulated by the different leaderships to believe that the solution is segregation and separation.”

Ging added “first and foremost, what we have to do is we have to counter the fear that has captured the population. The population are really now consumed by fear, despair and hopelessness.”

He also stressed “it is a collective failure of the international community that we were not able to provide the security for people in their homes.”

Regarding the over 550 million dollar appeal to the community of donors, he said “right now, our appeal in the Central African Republic as we come upon the mid-year –we are going into the fifth month of the year- is only 28 percent funded; and that means that we have shortages of food, medicines and all the other vital supplies.”

Ging underlined “now, we have acknowledged tragically in a number of places that there was no effective protection and there was no prospect of effective protection and therefore we supported and facilitated –even ourselves- the movement of people from their homes in the interest of protection, but it is not the solution and again this came out very clearly with the government, with the president that we have to mobilize effective protection for people in their homes, where they are.”

On April 10th, the Security Council unanimously adopted a new resolution, authorizing the mandate of the UN Multidimensional Integrated Stabilization Mission in CAR (MINUSCA) through 30 April 2015.

The new mission will take over the responsibilities of the African-led International Support Mission, known as MISCA, and, as from 15 September 2014, will initially comprise up to 10,000 military personnel, including 240 military observers and 200 staff officers, as well as 1,800 police personnel, including 1,400 formed police unit personnel and 400 individual police officers, and 20 corrections officers.

The Mission will operate under Chapter 7 of the UN Charter, with responsibilities that include protection of civilians, law and order enforcement, and human rights monitoring.
