Storyline

The president of Somalia met today (9 May) with representatives of the international community to review progress made on the New Deal for Somalia.

The high level partnership meeting was chaired by the president and attended by several donor partners including European Union and UN special envoy for Somalia Nicholas Kay.

The Somali Compact reflects the priorities of the federal government (2014-2016) and lays a foundation for building accountable and functional state institutions, establishment of local and regional administrations in the spirit of the Constitution, improving the country’s security and revenue among other priorities.

The meeting identified specific areas and objectives that have to be met by the end of June this year.

European Union Ambassador to Somalia Michele Cervone d’Urso said there was significant progress being made and expressed hope that the constitutional review process would proceed smoothly.

“We have just 28 months for the completion of the co-dispensation. We very much hope that by the holy month of Ramadhan, the relevant constitutional commissions will be in place and that the federal leadership and the institutions can focus on the priority tasks to deliver 2016. On the security fronts, we are conscious on the things we offered through this space to ensure a better life for the Somali people and are committed to deploy a range of tools from supporting the ongoing efforts of the Somali National army, the Police and AMISOM to stabilization and reconciliation,” he said.

President Hassan Sheikh Mohamoud said there was consensus between his government and its international partners on what needs to be done to address the needs of the population as envisaged in the New Deal Compact for Somalia. He also appreciated the support extended by the European Union, especially towards boosting institutional capacity.

“Together with the Federal Government of Somalia, the European Union has trained police officers and legal professionals. We have also received great support on our effort to reform public financial management, the civil service while engaging with the local governance needs in the post conflict environment of Somalia,” he said.

The UN Special Representative of the Secretary-General Nicholas Kay said all parties in the meeting agreed to the need to move faster on the specific areas agreed upon.

“The President, the Federal Government of Somalia and the international community together, must go further and go fast in delivering what Somalis and Somalia needs and we have identified specific areas, which we will want to see progress on by the time we meet at the end of June before Ramadhan. I am very confident that with the international support that the federal government has and with the very dedicated Parliament and Parliamentarians that you have, I am very confident that together we shall deliver specific things by the end of June,” he said.

The key areas identified in the meeting include focus on the constitutional review process, supporting the growth of several state institutions and improving the country’s security, among others.

The priorities for the Somali New deal include inclusive politics, improving the country’s security, justice, laying a strong economic foundation for the country and ensuring improved revenue and services for the government and the Somali people.
