“WFP, from the nutrition prospective we are responding in two ways: the children that are identified as moderately malnourished we are providing treatment. We are delivering supplementary foods through what we call the ready to use supplementary foods, and the children receive this on a monthly basis until they achieve a desired weight and also to prevent malnutrition we are also providing specialized foods and we are also doing the same for the pregnant and lactating. United Nations (UN) High Commissioner for Refugees António Guterres and World Food Programme (WFP) Ertharin Cousin have appealed to the international community to fund the humanitarian efforts to help refugees from Central-African Republic (CAR) sheltering in Cameroon and other neighbouring countries.

The heads of two United Nations agencies urged donors today (4 June)to support a swift response to end the suffering of thousands of malnourished as well as sick women and children fleeing violence in CAR.

They said the funds were nearly exhausted as the number of refugees continues to grow with each new round of fighting inside CAR.

Almost 90,000 people have fled across the border between C.A.R. and Cameroon since December 2013.

Up to 2,000 people a week, mostly women and children, reach Cameroon through more than 30 entry points along a 700-kilometre stretch of border.

Guterres said that the international community is partly responsible for the prolonged conflict in CAR.

“The Central African Republic crisis is, to a large extent, a product of neglect of the international community for decades and the difficulty is that the international community has to found now to find adequate answers to create the conditions first of all to guarantee security, which means a much stronger force than the one that is present in the country and then to help rebuild the state and create the conditions for a true reconciliation.” – explained Guterres.

Acute malnutrition rates among refugees are between 20 and 30 percent according to WFP and UNHCR screening, well above the emergency threshold of 15 percent.

The 90,000 people who have fled into Cameroon are spread over more than 300 sites across 50,000 square kilometres in the East and Adamawa regions. The logistical challenge of reaching them is compounded by rains and poor roads, which mean that conditions in camps and host settlements are bound to deteriorate.

More than 226,000 refugees and third country nationals have fled violence in C.A.R. since September. Of the refugees 86,068 are in Cameroon, 14,000 in Chad, 14,141 in Democratic Republic of the Congo, and 8,891 in Republic of Congo. All of them are in need humanitarian assistance.

In Cameroon, WFP launched an emergency operation to feed 100,000 people and is seeking US$15 million dollars to cover the operations until the end of the year.

WFP Director, Ertharin Cousin, said that WFP has the means to provide assistance, what it lacks is funds.

“We have the means, even when there are security challenges to provide the assistance that is necessary but what we don’t have, as a 100% voluntary funded organisation, are the resources, so we need the assistance from the international community to ensure that we can deliver food even when we must use extraordinary means because of security because of other access challenges to reach those who are in need.” – said Cousin.

Currently, the Regional Refugee Response Plan for Central African Republic is only 9 percent funded. The plan involves UNHCR, WFP and 13 other partners in the four countries affected by the CAR refugee crisis – Cameroon, Chad, the Democratic Republic of the Congo, and the Republic of the Congo.
