3. SOUNDBITE (English) Yuriy Sergeyev, Permanent Representative of Ukraine to the United Nations:
“We would like to make it clear: there is no civil war in Ukraine. There has never been any ethnic conflict in Ukraine and Ukrainians have always been living in peace. Ukrainians are not fighting Ukrainians. What is really happening in Eastern Ukraine, Donetsk and Lugansk regions is the ongoing counter-terrorism operation exclusively against large groups of mercenaries, subverts, terrorists and criminals, majority of whom come from Russia and their military commanders are Russian citizens.”

5. SOUNDBITE (English) Yuriy Sergeyev, Permanent Representative of Ukraine to the United Nations:
“In Ukraine we don’t have a humanitarian crisis. We have a serious security problem in two regions. Nobody is more concerned about the humanitarian situation in the East of Ukraine than the Government of Ukraine itself. Despite all current difficulties in the region, the Government of Ukraine keeps paying all pensions, salaries, subsidies and other benefits from the State budget to the people of Donetsk and Lugansk regions.”

7. SOUNDBITE (English) Yuriy Sergeyev, Permanent Representative of Ukraine to the United Nations:
“First of all, we don’t find that this resolution is necessary. Why? Because we don’t have a humanitarian crisis. First of all. So, it is being confirmed by OSCE monitoring group, it was confirmed by Human Rights monitoring groups, it is confirmed recently by Red Cross. So, no humanitarian crisis. If there is no humanitarian crisis, no essence of the kind provision in the draft resolution is needed. I don’t want to give any other more than political comments because the resolution is drafted by a country who just recently annexed a big part of our territory and supported this separatism on the East and now they are bringing a settlement plan.”

Storyline

As violence continues in eastern Ukraine, ambassador Yuriy Sergeyev said “there is no civil war in Ukraine,”

Speaking to reporters today (4 June) at United Nations (UN)headquarters, the Ukrainian ambassador noted that “there has never been any ethnic conflict in Ukraine and Ukrainians have always been living in peace. Ukrainians are not fighting Ukrainians.”

He added “what is really happening in Eastern Ukraine, Donetsk and Lugansk regions is the ongoing counter-terrorism operation exclusively against large groups of mercenaries, subverts, terrorists and criminals, majority of whom come from Russia and their military commanders are Russian citizens.”

Sergeyev also underscored “in Ukraine we don’t have a humanitarian crisis. We have a serious security problem in two regions. Nobody is more concerned about the humanitarian situation in the East of Ukraine than the Government of Ukraine itself.”

He also said “despite all current difficulties in the region, the Government of Ukraine keeps paying all pensions, salaries, subsidies and other benefits from the State budget to the people of Donetsk and Lugansk regions.”

Asked about the draft resolution presented by Russia on creating a humanitarian corridor, Sergeyev said “first of all, we don’t find that this resolution is necessary. Why? Because we don’t have a humanitarian crisis.”

He added “if there is no humanitarian crisis, no essence of the kind provision in the draft resolution is needed. I don’t want to give any other more than political comments because the resolution is drafted by a country who just recently annexed a big part of our territory and supported this separatism on the East and now they are bringing a settlement plan.”

On Monday, the UN Security Council discussed a draft resolution sponsored by by Russia on creating a humanitarian corridor to allow Ukrainians to escape areas affected by fighting.

Today, the Secretary-General asked the head of political affairs, Jeffrey Feltman, to represent him at the inauguration of President Petro Poroshenko of Ukraine which will take place on Saturday (7 Jun) in Kyiv.

While in Kyiv, Feltman is also expected to hold meetings with senior government officials and others in the spirit of the good offices of the Secretary-General.
