“A successful political process is the cornerstone of this stability. All aspects of the stabilization of Mali, including the restoration of State authority, the re-establishment of security and the protection of civilians, remain contingent on the successful conclusion of peace talks between the Malian Government and northern armed groups in the framework of the Ouagadougou Agreement. The status quo cannot stand: progress in the political process is urgent. The time for peace talks is now.”

“After a promising start with the signature of the Preliminary Agreement –exactly one year ago today- the Government and the armed groups have made little progress towards real, substantive dialogue. It is fair to say that the lack of progress in the political process led to the sharp deterioration in the security situation in Kidal, where a military confrontation between Government forces and armed groups resulted in heavy casualties and the disorderly retreat of the Malian forces from Kidal and much of the northeast of the country.”

“The Government of Mali believes along with the Conference of Chiefs of State and Governments of the CEDEAO to help the country to restore its sovereignty throughout the country including in Kidal, the Security Council must bolster the mandate of MINUSMA until it gives it the contingency and capacity to carry out its mission to guarantee the application of the Ouagadougou Agreement of 18 June 2013.”

Under-Secretary-General for Peacekeeping Operations Herve Ladsous noted the general insecurity in northern Mali and said that the government and armed groups had made little progress towards a real, substantive dialogue.
Speaking to the members of the Security Council today (18 June), Ladsous said that the cornerstone of lasting stability in Mali was a successful political process. He added that it was for the Malian parties to abide by their commitment and agree to the launch of the peace talks at once.
He added that this lack of progress had led to the sharp deterioration of the security situation in Kidal, where armed groups had now assumed effective military and to an extent, administrative, control of the town.
Ladsous underlined “the status quo cannot stand: progress in the political process is urgent. The time for peace talks is now.”
Mali's foreign minister Abdoulaye Diop said “we have proofs about the assault against our armed forces in Kidal on 17 May. Our witnesses stated the assassinations perpetrated against civil servants of the State of Kidal carry the hallmarks of terrorists.”
He stressed “the Government of Mali believes along with the Conference of Chiefs of State and Governments of the CEDEAO to help the country to restore its sovereignty throughout the country including in Kidal, the Security Council must bolster the mandate of MINUSMA until it gives it the contingency and capacity to carry out its mission to guarantee the application of the Ouagadougou Agreement of 18 June 2013.”
Later in the day, the Secretary-General's Special Representative for Mali, Bert Koenders, who had addressed the Council in a closed session, told reporters: “I think the main message was –from all of us- the need to immediately start peace negotiations without delay to come to a sustainable peace agreement as this is the only solution to the problems in Mali.”
The Security Council set up the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) a year ago to support the West African country's recovery from a coup and the occupation of its north by Islamist fundamentalists, its transition back to stability and democratic governance, and the promotion of human rights and provision of humanitarian aid.
