The demand for peacekeeping will remain, but this has also raised a concern as the global budget to support operations approaches 8 billion dollars. We must be responsible and accountable stewards of the financial and human resources entrusted to us.”

Secretary–General Ban Ki-moon said that UN peacekeeping "is at a key moment” as it faces new challenges and a growing budget.

Addressing a Security Council debate today (11 June) on new trends in peacekeeping operations, Ban said “new phenomena are affecting our work and new approaches are on display.”

The Secretary-General noted the need for a clear path towards peace, otherwise “crises will inevitably reoccur and peacekeeping operations are much more likely to struggle to meet their mandates.”

In Mali, he said, no comprehensive agreement was in place and the situation remains precarious.” In the Central African Republic, meanwhile, there was a political framework for transition, but “the process has been gravely undermined by inter-communal violence,” while in South Sudan “conflict has re-emerged.”

Ban stressed that “the continued use of peacekeeping by the Security Council testifies to its continuing relevance and its unique universality and legitimacy” but this demand “has also raised a concern as the global budget to support operations approaches eight billion dollars.”

He added that “we must be responsible and accountable stewards of the financial and human resources entrusted to us.”

French Ambassador Gérard Araud hailed “the experiments in the tactical use of drones in surveillance in MONUSCO and many other theatres.”

He said it was “not merely a matter of ensuring the security of the forces, but also a matter of saving money on troops” and said the Department of Peacekeeping Operations (DPKO) “must move forward with this.”

Unmanned Aerial Vehicles (UAVs) have been in operation in the Democratic Republic of the Congo since December and have been used to monitor the volatile border between DRC and Rwanda and movements by militias and armed groups in the east of the country, which has been stricken by conflict for the past three decades.
