It calls on all parties to refrain from actions that endangering the lives of the civilian population, civilian infrastructure and the humanitarian goods. It calls on them to immediately end violence and agree to a sustained ceasefire.”

Russia submitted a draft resolution on Ukraine to the Security Council today (12 June) calling on “all parties to refrain from actions that endanger the lives of the civilian population, civilian infrastructure and the humanitarian goods.”

Speaking to the press following a closed Security Council meeting on Iraq, Russian Ambassador Vitaly Churkin called for “full implementation of all provisions of the roadmap of the OSCE (Organisation for Security and Cooperation in Europe) and requested that the Secretary-General “support the OSCE chairing person in his efforts to implement the roadmap in particular in cessation of violence and launching the all inclusive Ukrainian dialog.”

The roadmap drawn up by the OSCE in May strengthens the agreement by the EU (European Union), Russia, Ukraine and the United States that was made in Geneva to end the crisis in Ukraine.

Russia has submitted several draft resolutions over the past few weeks which have been rejected by the Council.

Asked about the report that United Nations Human Rights envoy Ivan Simonovic is expected to deliver to the Council next week, Churkin said that there should be “a clear message” from the United Nations and that the report should have a “clearer picture” of what has happened.

Asked about media reports today of Russian tanks crossing the border to eastern Ukraine, Churkin said he had “no information on that.”
