Ukrainian ambassador Yuriy Sergeyev announced a plan for a peaceful settlement in the eastern part of Ukraine, stressing that all the leaders in Europe, United States and in Russia have expressed their support. In response, Russian ambassador Vitaly Churkin said "this is not true, that it was "premature to talk about our support for president Poroshenko’s initiative for the reason that we haven’t seen it yet." We count on the rest of the members including Russian Federation because Lavrov today sounded in favour of this plan and the readiness to support this plan. President Putin yesterday told about his appreciation this plan or support to president Poroshenko. So, we expect that at least no rejection of this plan could happen in the Security Council. This is where we are.”

Ukraine's ambassador Yuriy Sergeyev announced a plan for the peaceful settlement of the situation in the Eastern part of Ukraine.

Speaking to reporters today (20 June) at headquaters in New York, Sergeyev said “the basic elements of this plan are security guarantees for all parties of the negotiations. Secession of military confrontation in Donetsk and Luganks regions creating the necessary preconditions for the return to civilian life people to be the strategically objective number one. The first political step should be a dialogue to implement the peace, as well as a new addition of the text of the parliamentary presidential model of the Constitution of Ukraine.”

He added “the basic principles of this plan also are release of hostages, creation of 10 kilometres buffer zone at the Ukrainian-Russian State border, withdrawal of illegal armed groups. They are guaranteeing the corridor for mercenaries to leave the Ukraine. Sergeyev stressed that all the leaders in Europe, the United States and Russia expressed their understanding and support to the peace plan.

Asked about the reaction of members of the Security Council of this plan, he noted that he had positive reactions and said “the members of the Security Council –who were acknowledged of this plan- they are very supportive. We count on the rest of the members including Russian Federation because Lavrov today sounded in favour of this plan and the readiness to support this plan. President Putin yesterday told about his appreciation this plan or support to president Poroshenko. So, we expect that at least no rejection of this plan could happen in the Security Council. This is where we are.”

Later, responding to the Ukrainian diplomat, Russian ambassador Vitaly Churkin said that Sergeyev had reported that "the entire world has embraced this initiative", but "also president Putin and foreign minister Lavrov had supported it." He even said he,"doubled-checked and I am authorized to say that this is not true. It is premature to talk about our support for president Poroshenko’s initiative for the reason that we haven’t seen it yet."

Churkin also said the initiative was discussed and outlined by Petro Poroshenko to President Putin in their phone conversation on Thursday. He said Putin had made comments, particularly emphasizing the need "to stop fire immediately".

Ukrainian President Petro Poroshenko declared the start of his anticipated cease-fire today in the fight against separatists in the country's pro-Russian east.
