Storyline

The prevalence of HIV in prison populations has been estimated to be up to 10 times higher than in the general population according to a new UNAIDS report. Prisons in Moldova have implemented an innovative programme and are helping prisoners to get a new lease on life.

Andrey Revenko is counting the days to his release from Prison Number 18 in Branesti, Moldova. While in prison he decided to stop taking illegal drugs.

SOUNDBITE (Romanian) Andrey Revenko, Prisoner:
“I was proposed methadone substitution therapy. I joined the treatment programme and gradually withdrew from heroin and marijuana.”

Nine other prisoners are currently enrolled in the opiate substitution therapy. At a set time each day they receive a prescribed dose of methadone from the prison doctor. Over time the dose is gradually decreased until they withdraw completely.

For inmates who continue their illicit drug use, there are three needle exchange and condom distribution points set up by volunteers among the nearly 600 inmates.

This prison is one of 11 in Moldova that provides services to prevent HIV and help prisoners lead a healthy life. Every year 30 million people spend time in prisons or closed settings across the globe. A UNAIDS report finds globally HIV prevalence is up to 10 times higher among prisoners than among other adults.

Andrei Mikhailov left prison last year after going through the methadone programme. He finds that due to the therapy he is able to live a productive life.

On a global scale the prison population is growing rapidly and prisoner health is emerging as a critical concern. UNAIDS is calling for protective laws, policies and programmes that can improve the health and safety of prisoners and the community as a whole.
