Storyline

Nearly 3500 Neur people have sought shelter in Dinka territory in Amokpiny Payam in Lakes State. The people who have fled their homes in Panyijar County in Unity State have sought shelter in what they believe to be a safe place even though it is Dinka Territory.

The conflict, which began last December, is between Dinka and Neur. It started in Juba and has spread mainly throughout the Oil Producing State of Upper Nile.

The United Nations Mission in South Sudan (UNMISS) has been monitoring the situation in Amokpiny and providing assistance to the IDP’s (displaced) in the Payam.

Rejoice Chan, Reintegration Affairs Officer-Lakes State leads this effort that is being conducted jointly with UN Agencies and local NGO’s (Non-Governmental Organizations). She spoke about the visit to the Payam.

SOUNDBITE (English) Rejoice Chan, Reintegration Affairs Officer, Lakes State:
“Amokpiny is actually a Dinka area. It’s a Dinka Payam but people from Unity State, the Neur have been in a long history with the people of Amokpiny. The people have inter-married and they have this Social link so that’s why they felt more secure to come to Amokpiny than any other area, any other Payam in Lakes State.”

The surrounding areas have had several incidents of killings and rapes due to Cattle Raids and revenge killings, but the Payam has been calm and the IDP’s who have been there since June 2014 say they feel safe there. Stephen Dew Tut a Neur from Panyijar County talks about the relationship with the Dinkas of Amokpiny.

SOUNDBITE (Neur) Stephen Dew Tut, Neur:
“Now there is no fear because the government and us is one and it is led by Salva Kiir. Those who cause problems between Dinka and Nuer are cattle thieves and criminals along the route. Now people have returned back and they are going to come back because people have relationship.”

The local residents of the Payam and the Neur IDP’s were given presentations on human rights, sex education and crime prevention.

Patrick Apania, a consultant with the World Health Organization – WHO says that they have been bringing vaccines every time that they have been coming to the area to visit the IDP’s.

WHO has been vaccinating against childhood diseases such as Measles, Tuberculosis, Polio and Hepatitis in the area but the results have not been as encouraging as they would like them to be but they are optimistic.

SOUNDBITE (ENGLISH) Patrick Apania – WHO:
“In the future things will change and then the coverage will improve and that will reduce the childhood illness in this area.”

Amokpiny Payam has become an example of how people from different ethnic background can live and work together to maintain a peaceful society in South Sudan. It is hoped that the comradery shown here in this Payam spreads to neighboring areas and indeed the whole country so that there can be peace once again in South Sudan.
