The United Nations Security Council adopted today (5 Nov) a presidential statement on the situation in the Democratic Republic of Congo (DRC), expressing its “deep concern” over the lack of progress of the voluntary disarmament process of the Forces Democratiques de Liberation du Rwanda (FDLR).
In the presidential statement read by Australian ambassador Gary Francis Quinlan, the member States called on MONUSCO and the Congolese government “to immediately update operational plans for military action that should begin no later than January against the FDLR.”
They reiterated their call on the government of DRC, in coordination with MONUSCO, to immediately undertake military action against those leaders and members of the FDLR who do not engage in the demobilization process or who continue to carry out human rights abuses.
The Security Council strongly condemned the recent attacks by the Allied Democratic Forces (ADF) in the Beni territory, brutally killing over 100 civilians, mostly women and children.
According to the United Nations stabilization mission in the Democratic Republic of the Congo (MONUSCO), more than 200 people have been arrested in relation to the recent attacks against civilians around the town of Beni in the long-restive eastern part of the vast African country.
The members of the Security Council noted with “deep concern” the persistence of serious human rights abuses and international humanitarian law violations against civilians in the DRC committed by armed groups, including the FDLR.
The Security Council also expressed deep concern at reports and allegations indicating the persistence of serious human rights and international humanitarian law violations committed by Congolese security and defense forces, and reiterated the need to fights against impunity in this regard.
Finally, the current president of the Security UN body Australian ambassador Quinlan said “in this context, the Security Council expresses its grave concern at the decision of the government of the DRC to expel the head of the United Nations Joint Human Rights Office in the DRC. The Security Council further expresses concern over recent threats made against other staff members in the office.”
The decision to declare Scott Campbell, the director of the UN Joint Human Rights Office (UNJHRO), persona non grata, or “unwelcome person”, was initially made public by the Ministry of the Interior after the release of a UN report detailing serious human rights violations by Congolese security forces, for which the Ministry is responsible. The decision was officially confirmed by the Ministry of Foreign Affairs.
