"Civilians continue to be killed ,illegally detained, tortured. They are disappearing and the number of internally displaced is growing, especially in the Eastern part of Ukraine where there is a total breakdown in the rule of law and there is very little, if we can talk about protection, very little protection at all, procedural guarantees, no respect of international human rights norms."

"One issue that is referred to in the report is the continuing presence of a large amount of sophisticated weaponry, again in the East and also the presence of foreign fighters, which certainly has a bearing on the human rights situation. We have also increasing reports of torture ,arbitrary detention, summary executions, forced labour, sexual violence including some very graphic descriptions of individuals that were held by armed groups and were able to talk in freedom to our monitoring mission and revealed very disturbing details of their situations in conditions of detention."

" Overall, the next big concern I would like to highlight to you at the very beginning is the continuing very difficult situation in terms of human rights protection in Crimea. We have seen multiple instances of disappearances and lack of follow-up action with respect to people that were missing, instances of intimidation, searches including into private homes, in addition to schools and offices. We have seen also the closing of Crimea Tartar TV, also the Mejlis Abdet newspaper , so this is in additional to what we have reported even in previous reports, the fact that the application of the Russian legislation which is also at odds with the UN General Assembly resolution 68262 create a situation especially for those who would like to speak Ukrainian, those who have not changed their citizenship, certainly Crimean Tartars, which put them in a situation where even the right to work, the right to own property, or even to have access to services is put into jeopardy."

The United Nations Office of the High Commissioner for Human Rights (OHCHR) said civilians continue to be killed, unlawfully detained, tortured and to disappear in Eastern Ukraine.
In a new report published today, the OHCHR said the number of internally displaced has risen sharply despite the announcement of a cease-fire on 5 September.
Gianni Magazzeni, Chief of the Americas, Europe and Central Asia Branch told the journalists in Geneva, an average of thirteen people were killed every day in recent months and the number of internally displaced was growing, especially in Eastern Ukraine, where there was a total breakdown in the rule of law.
Magazzeni said the presence of foreign fighters and a large amount of sophisticated weaponry had a bearing on the human rights situation.
He cited increasing reports of torture, arbitrary detention, summary executions, and forced labour.
Former detainees had given human rights monitors graphic descriptions of sexual violence and other very disturbing details of the conditions in which they were held by armed groups.
The Human Rights expert also spoke of abuses by the Ukrainian security forces.
Expressing concern about the lack of human rights protection in Crimea, Magazzeni highlighted multiple instances of disappearances and lack of follow-up action with respect to people that were missing, cases of intimidation, including searches of private homes, schools and offices.
He pointed to the closing of Crimea Tartar TV and a major newspaper.
The application of Russian law, in violation of a UN General Assembly resolution, meant people who wanted to speak Ukrainian and Crimean Tartars, who had not changed their citizenship were in a situation where their rights to work, to own property , or even to have access to services was put in jeopardy, the human rights official said.
