“The Tribunal closes after having contributed significantly in ensuring that there is accountability for those who played a leading role in the genocide against the Tutsis in 1994. It also comes to an end after having made a significant contribution in the development of the jurisprudence of international criminal law, particularly in relation to genocide, defining, explaining the elements of the crime of genocide in the area of, the linkage between sexual violence and genocide etc. and I think also in developing many good practices. We provide useful lessons for national and international jurisdictions in carrying forth this global struggle for justice and accountability.”

“Much has been accomplished but some work still remains to be done and of course the global struggle for accountability needs to continue. We still have fugitives who need to be arrested and brought to justice. The Mechanism, which is the successor of the ICTR, inherited 9 fugitives from the ICTR but I am pleased to say that overnight, one of those nine, was arrested in the Democratic Republic of Congo. It’s Ladislas Ntaganzwa, former mayor of Nyakizu commune in Butare. He was arrested and he’s presently in custody. He was indicted with genocide and crimes and against humanity, in connection with the killings of over 20,000 Tutsis in that particular commune.”
