I observe with great regret that the adoption of each Resolution has, in practical terms, amounted to no more than an empty promise.”

The International Criminal Court (ICC) Prosecutor told today (15 Dec) Security Council members the people of Darfur “have been let down for far too long”.

In a briefing to the Council on the situation in Darfur, Fatou Bensouda said despite her Office's repeated requests to the Council to take action with regards to “Sudan’s blatant disregard of its obligations”, her appeals continued to be “unheeded”.

She noted how Sudanese President Omar Hassan Ahmad Al Bashir, wanted by the ICC on five counts of crimes against humanity, two counts of war crimes and three of genocide, “continues to travel across international borders, but he also harbours other fugitives and refuses to facilitate their surrender and transfer to the ICC to be tried.”

The Prosecutor also observed that despite a number of Security Council Resolutions to bring to justice those responsible of grave crimes committed in Darfur “the adoption of each Resolution has, in practical terms, amounted to no more than an empty promise.”

Bensouda said the “victims of Darfur have been let down for far too long” and called on the Council to demonstrate its commitment to Darfur, and play its part “in facilitating the arrest of suspects against whom the Court has issued warrants of arrest.”

Earlier the Council extended the mandate of the UN Interim Security Force for Abyei (UNISFA) until 15 May 2016. It also extended the mandate of the UN Mission in South Sudan (UNMISS) until 31 July 2016 and increased the force levels of the Mission up to a ceiling of 13,000 troops and 2,001 police personnel.
