Second: Demand Turkey to withdraw its troops immediately, and to ensure, with all available means and measures, immediate and unconditional withdrawal to the international recognized borders between the two countries, and to ensure the non-recurrence of such unilateral actions which jeopardize international relations and exacerbate sectarian and nationalist tensions in the region and expose regional and international security to significant risks.”

In reference to Iraq’s complaint regarding the Turkish deployment of an armoured battalion to the Ba’shiqa region near Mosul, the Secretary-General reiterated his hope that the governments of Iraq and Turkey will exercise restraint including in their public statements and intensify their bilateral discussions to diffuse tensions, a top UN official told Security Council members.
Speaking today (18 Dec) at the Security Council, Jeffrey Feltman, United Nations Under-Secretary-General for Political Affairs, also said, “The Secretary-General urges all member states involved in the fight against ISIL in Iraq to do so in a manner that is consistent with the charter of the United Nations and respects the sovereignty and territorial integrity of Iraq.”
The Minister for Foreign Affairs in Iraq Ibrahim al-Eshaiker al-Jaafari said, “The arguments of the Turkish officials made to the media are unacceptable to Iraq, that they were trying to justify their violation against the borders of a sovereign neighbouring state. Those military movements constitute a hostile act according to the established international rules and norms.”
He stressed, “Iraq rejects any military movements in the area of counter-terrorism without the knowledge of the Iraqi federal authorities and its approval.”
The Iraqi diplomat requested the Security Council to assume its international legal responsibilities under the UN Charter, and to adopt a “clear and explicit” resolution.
Al-Jaafari said, “First: Condemnation of the Turkish occupation and the illegal incursion against the will of a founding member state of the United Nations, that is the state of Iraq, in breach of the rules and provisions of the UN Charter and the norms of international law.”
He added, “Second: Demand Turkey to withdraw its troops immediately, and to ensure, with all available means and measures, immediate and unconditional withdrawal to the international recognized borders between the two countries, and to ensure the non-recurrence of such unilateral actions which jeopardize international relations and exacerbate sectarian and nationalist tensions in the region and expose regional and international security to significant risks.”
Also speaking to the Security Council members, Yaşar Halit Çevik, the Permanent Representative of Turkey to the United Nations, underlined “Iraq needs friends to help it defeat DAESH without delay. Turkey is one of them.”
He noted that Turkey is currently hosting almost 500.000 and his government is dispatching humanitarian assistance to Iraq and to the three camps that were built to host close to 40,000 IDPs (internally displaced people).
