“Palestinian frustration is growing under the weight of a half century of occupation and the paralysis of the peace process. Some have taken me to task for pointing out this indisputable truth. Yet, as oppressed peoples have demonstrated throughout the ages, it is human nature to react to occupation, which often serves as a potent incubator of hate and extremism. So-called facts on the ground in the occupied West Bank are steadily chipping away the viability of a Palestinian state and the ability of Palestinian people to live in dignity.”

“Palestinians must also demonstrate commitment to addressing the divisions among Palestinians themselves. I strongly urge the Palestinian factions to advance genuine Palestinian unity on the basis of democracy and the PLO principles. Reconciliation is critical in order to reunite the West Bank and Gaza under a single legitimate Palestinian authority.”

“What does Israel want? Simple. We want peace with security. That is the only peace that will last. And the Palestinians? They demand concessions without negotiations. They want to be rewarded for their unilateral actions. Let me make it clear. Rewarding the Palestinian Authority will only push the Palestinians further from the negotiating table.”

Condemning Palestinian attacks against Israeli civilians, highlighting growing Palestinian frustration at a half century of occupation, and calling on Israel to change its settlement and other policies, United Nations Secretary-General Ban Ki-moon today (26 Jan) urged both sides to seize the historic challenge of compromise to secure a two-state solution.
Ban told the Security Council that “Palestinian frustration is growing under the weight of a half century of occupation and the paralysis of the peace process.”
The Secretary-General pointed out that “as oppressed peoples have demonstrated throughout the ages, it is human nature to react to occupation, which often serves as a potent incubator of hate and extremism.”
He stressed that “so-called facts on the ground in the occupied West Bank are steadily chipping away the viability of a Palestinian state and the ability of Palestinian people to live in dignity.”
The Secretary-General said that he was deeply troubled by reports today that the Israeli Government had approved plans for over 150 new homes in illegal settlements in the occupied West Bank. He said that recent settlement announcements are bound to increase the growth of settler population further heightening tensions and undermine any prospects for a political road ahead.
He also condemned stabbings, vehicle attacks, and shootings by Palestinians targeting Israeli civilians.
Ban urged Palestinians factions “to advance genuine Palestinian unity on the basis of democracy and the PLO principles.”
Reconciliation, he said, “is critical in order to reunite the West Bank and Gaza under a single legitimate Palestinian authority.”
In his address to the Council, Palestinian Ambassador Riyad H. Mansour said “Israel must choose between occupation and peace.”
Mansour said it was “clear from the policies of successive Israeli governments that the colonial agenda has trumped the peace agenda in Israel, and it is equally clear that without international intervention, this situation cannot be reversed.”
Israeli Ambassador Danny Danon, for his part, said Israel wants “peace with security” as it is “the only peace that will last.”
He said Palestinians “demand concessions without negotiations” and “want to be rewarded for their unilateral actions.”
