“Several members of the Peace and Security Council called for the adoption of a chapter 7 resolution by the Security Council authorizing the deployment of an African protection and prevention mission in Burundi. In contrast several members expressed strong views that the deployment of such mission without the consent of the government of Burundi would be counterproductive. In effect members of the Council walked out of the informal meeting with a sense of confidence the AU PSC is determined to make every effort to address the situation in Burundi. The upcoming AU Summit in Addis Ababa on January 29th would represent a crucial venue for generating a regional political strategy the Security Council will be able to support.”

“The second visit to Burundi in less than a year is testimony to the concern and the mobilization of this Council and this is yet another stage in the necessary mobilization. Please bear in mind that we will draw all the lessons necessary from this, and in the light of the decisions taken by the African Union Summit we must shoulder our responsibility to put an end to this violence and to encourage inter-Burundian dialogue that is generally inclusive and ensure that human rights are fully respected in that country.”

As the African Union Summit gets underway in Addis Ababa, Security Council members in New York today (29 Jan) expressed their hope that the situation in Burundi will be high in their Agenda.

Egyptian Ambassador Amr Abdellatif Aboulatta, reporting on the Council’s recent meeting with members of the African Union’s Peace and Security Council (AU PSC), said “several members” of the AU PSC “called for the adoption of a chapter 7 resolution by the Security Council authorizing the deployment of an African protection and prevention mission in Burundi.”

In contrast, he said, several other members “expressed strong views that the deployment of such mission without the consent of the government of Burundi would be counterproductive.”

Aboulatta said “the upcoming AU Summit in Addis Ababa on January 29th would represent a crucial venue for generating a regional political strategy the Security Council will be able to support.”

In his address to the Council, French Ambassador François Delattre said the Council’s visit to Burundi, the second in less than a year, “is testimony to the concern and the mobilization of this Council and this is yet another stage in the necessary mobilization.”

Delattre said “in the light of the decisions taken by the African Union Summit we must shoulder our responsibility to put an end to this violence and to encourage inter-Burundian dialogue that is generally inclusive and ensure that human rights are fully respected in that country.”
