“The presentation by Special Envoy Staffan de Mistura confirms what we already knew, the Syrian regime and its allies have made no concession. Quite the contrary, on the one hand, the Syrian regime claims to discuss peace in Geneva, and on the other hand, it intensifies its military offensive against opposition groups with which it is supposed to discuss.”

“All of this with Russia military support within the framework of a military campaign, that can only lead to torpedo any hope for peace.”

“The intensification of Syrian shelling with military support from Russia has led to a grave deteriorating humanitarian situation. Once again, France condemns the brutal offensive conducted by the Syrian regime with Russia’s support to surround and stifle Aleppo.”

“We were of course upset that the talks, after just starting, were not continued. We believe that the Riyadh delegation –If I might call it this way- the opposition group which presented itself as the main participant from the opposition –you know- they did not really come to negotiate. They came to look for a pretext to walk out of the negotiations.”

14. SOUNDBITE (English) Vitaly Churkin, Permanent Representative of the Russian Federation to the United Nations:
“Well, I hope it was not an announcement. I hope it was just one of those press reports which as we all know very often they are not true. I think that would be a very dangerous development. Very dangerous. I think they have enough on their hands in Yemen. So, they shouldn’t be really venturing into other dangerous places.”

16. SOUNDBITE (English) Vitaly Churkin, Permanent Representative of the Russian Federation to the United Nations:
“I think it’s very hard to talk about the Syria’s ceasefire if the border between Turkey and Syria is being crossed all the time by terrorists and weapons are being brought to Syria from Turkey, which feed to the fighting forces of the terrorist groups and opposition. It’s not for nothing that president Hollande of France raised the need to block the border between Syria and Turkey and we support that idea.”

Storyline

“The presentation by Special Envoy Staffan de Mistura confirms what we already knew, the Syrian regime and its allies have made no concession."

Speaking to reporters today (5 Feb) following a closed briefing by de Mistura in the Security Council, French ambassador Francois Delattre said “the Syrian regime
claims to discuss peace in Geneva.” He noted that Syria intensified its military offensive against opposition groups with which “it is supposed to discuss.”

Delattre also said, “All of this with Russia military support within the framework of a military campaign, that can only lead to torpedo any hope for peace.”
The French ambassador pointed out that the intensification of Syrian shelling with military support from Russia has led to a grave deteriorating humanitarian situation.
He condemned “the brutal offensive conducted by the Syrian regime with Russia’s support to surround and stifle Aleppo.”

Delattre reiterated that the resumptions of the negotiations will have to be on three guaranties, full respect for international humanitarian law, targeting of the terrorist organizations designated as such by the United Nations, and working towards a transitional government.

Russian ambassador Vitaly Churkin said, “we were of course upset that the talks, after just starting, were not continued. We believe that the Riyadh delegation –If I might call it this way- the opposition group which presented itself as the main participant from the opposition –you know- they did not really come to negotiate. They came to look for a pretext to walk out of the negotiations.”

Asked about reports on Saudi Arabia sending troops to Syria, the Russian representative said, “I hope it was just one of those press reports which as we all know very often they are not true. I think that would be a very dangerous development. Very dangerous. I think they have enough on their hands in Yemen. So, they shouldn’t be really venturing into other dangerous places.”

Churkin also stressed that it is “very hard” to talk about the Syria’s ceasefire if the border between Turkey and Syria is being crossed all the time “by terrorists and weapons are being brought to Syria from Turkey, which feed to the fighting forces of the terrorist groups and opposition.”

He also said that French president Hollande raised the need to block the border between Syria and Turkey and “we support that idea.”

There was a pause in the Intra-Syrian talks this week after the Syrian government and Russia forces bombed the city of Aleppo. According to a UN spokesperson, the talks
are set to resume on 25 February.
