"At times Member States feel that such efforts are a form of interference that undermines national sovereignty. But it is violence and conflict – and not our attempt to help Member States prevent it – that threaten State sovereignty. It is violations of human rights by the State that erode the legitimacy of the State. In its engagements, the United Nations seeks to reinforce sovereignty, not challenge or undermine it."

"To actively and consistently promote the validity of the purposes and principles of the UN Charter and of international law, as well as to respect and comply with their text, are the basis to ensure the maintenance of international peace and security. Sovereign equality among states, national independence, unity and territorial integrity of states, not interference in internal affairs, non-aggression, peaceful resolution of disputes, and cooperation, as well as the right to people’s free determination, encouragement of friendly relations and cooperation among nations, the practice of tolerance and peaceful coexistence as good neighbours, are the essential foundations for world peace."

"We should not let outdated interpretations of the Charter be used to excuse inaction. Still less, to justify action that makes a situation worse. Sadly, there are some in this Council who do precisely that; members who claim the primacy of sovereignty above all else. Or who would rather abuse the power of the veto and ignore the responsibility conferred on the Council by the Charter. Or who disregard efforts to restrain the use of the veto."

Storyline

Secretary-General Ban Ki-moon told the Security Council today (15 Feb) that for those living in poverty and war, “the ideals and aspirations of the Charter remain elusive.”

The Secretary-General added that “bringing the promise of the Charter to the most vulnerable must continue to be our goal."

He noted that “at times Member States feel that such efforts are a form of interference that undermines national sovereignty” but stressed that “it is violence and conflict – and not our attempt to help Member States prevent it – that threaten State sovereignty.”

The Secretary-General said that his further hope is that actions will be driven by the Charter, not by geo-political rivalries or other external dynamics.

The Foreign Minister of Venezuela, which convened the meeting, told the Council that “to actively and consistently promote the validity of the purposes and principles of the UN Charter and of international law, as well as to respect and comply with their text, are the basis to ensure the maintenance of international peace and security.”

Rodrigues stressed the importance of “sovereign equality among states, national independence, unity and territorial integrity of states,” as well as “not interference in internal affairs, non-aggression, peaceful resolution of disputes, and cooperation.”

Ambassador Matthew Rycroft of the United Kingdom, for his part said "we should not let outdated interpretations of the Charter be used to excuse inaction.”

Sadly, he added, “there are some in this Council who do precisely that; members who claim the primacy of sovereignty above all else.”
