"Urban displacement has reached an unprecedented level. Sixty percent of refugees now in urban areas, but also the duration of displacement has gone up so significantly as to make this an issue that can’t be avoided, whether you go to Istanbul a thousand kilometres from the Syrian border, whether you go to Nairobi, whether you go across Pakistan or Afghanistan, you see refugees in urban areas. And I think it’s vital that we develop some new policy tools, both those directed at refugees and those directed at host communities."

"The US doesn’t just need to do the right thing by admitting refugees. It’s doing a practical thing because refugee resettlement has shown to be successful, and it’s also a smart thing, because frankly the US needs to stand up as a country that’s able to bridge divides of race and religion, and refugee resettlement is one part of doing that."

Storyline

The President and CEO of the International Rescue Committee (IRC), David Miliband said that "urban displacement has reached an unprecedented level with 60 percent of refugees now living in urban areas."

Ahead of the the World Humanitarian Summit (WHS), which will take place in May, Miliband participated in a panel discussion entitled “City haven: People on the move / Harbouring the displaced.” The event brought together policy makers and philanthropists with the aim of coming up with a tailored response for people displaced in urban settings.

Later, Miliband, a former Foreign Secretary of the UK, said in an interview that “whether you go to Istanbul a thousand kilometres from the Syrian border, whether you go to Nairobi, whether you go across Pakistan or Afghanistan, you see refugees in urban areas” adding that it was “vital that we develop some new policy tools, both those directed at refugees and those directed at host communities."

Miliband's organization oversees refugee resettlement and assistance programs in 25 United States cities. Asked whether this has been a challenge given the current political climate, he said "the US doesn’t just need to do the right thing by admitting refugees. It’s doing a practical thing because refugee resettlement has shown to be successful, and it’s also a smart thing, because frankly the US needs to stand up as a country that’s able to bridge divides of race and religion, and refugee resettlement is one part of doing that."

In May 2016, the World Humanitarian Summit (WHS), an initiative of the United Nations Secretary-General, will host a global discussion on humanitarian action to find better ways to meet the needs of people in the face of conflict and disaster. One particular area of focus is how an urbanising world is affecting how we prepare for and respond to emergencies.
