Storyline

The chair of the Independent International Commission of Inquiry (COI) on the human rights in Syria said that “not a single warring party [in Syria] respects international humanitarian law, the Geneva conventions, or the conventions on human rights.”

Speaking to reporters today (22 Feb) in New York following the release of its latest report, Paulo Sérgio Pinheiro said “there is an encompassing disrespect for the rules of engagement in this war,” and that “all warring parties, pro-government forces, anti-government armed groups and the terrorists groups ISIS and Jabhat al-Nusra and its associates carry out indiscriminate attacks by firing shells onto civilian inhabited areas.”

The report said that “as the conflict has intensified, civilians remain the primary victims, and are often the object of deliberate attacks by the warring parties” and that “flagrant violations of human rights and international humanitarian law continue unabated, aggravated by blatant impunity.

It also states that relevant Security Council resolutions remain largely unheeded and unimplemented and that "crimes against humanity continue to be committed by government forces and by Islamic State in Iraq and Al-Sham (ISIS).”
