“The Security Council welcomes that some progress was made on the steps outlined in S/PRST/2016/1, including progress on implementation of the Juba security arrangements, including the return of some members of the Sudan People's Liberation Army in Opposition (SPLA-IO) to Juba, South Sudan. The Security Council regrets, nonetheless, that the steps outlined in S/PRST/2016/1 were not fully met and strongly urges all parties to complete those steps and to fully implement the Agreement on the Resolution of the Conflict in the Republic of South Sudan."

The Security Council today (7 Apr) adopted a resolution renewing the mandate of the South Sudan sanctions regime for an additional seven weeks until 1 June.
In a presidential statement issued after the vote, the Council welcomed “that some progress” was made on the steps outlined by the Council in its 17 March presidential statement, which relate to the implementation of the August 2015 peace, among other issues.
This includes the return of some members of the Sudan People's Liberation Army in Opposition (SPLA-IO) to Juba, South Sudan.
Nonetheless, the Council expressed regret that steps outlined in the 17 March presidential statement “were not fully met.” It “strongly” urged all parties “to complete those steps and to fully implement the Agreement on the Resolution of the Conflict in the Republic of South Sudan."
In February, South Sudan's President Salva Kiir and rebel leader Riek Machar signed a peace deal agreeing to run a unity government which would culminate in Government elections.
Despite the 17 March presidential statement, in which the Council urged the Government of South Sudan and the Sudan People's Liberation Movement in Opposition (SPLM-IO) to allow people to move freely and aid to get to those in need, several incidents of obstruction of access have been reported.
