United Nations Secretary-General Ban Ki-moon told delegates at the opening of a conference in Geneva today (8 Apr) on preventing violent extremism that “the objective of violent extremists is not necessarily to turn on us – it is for us to turn on each other.”

Seeking to engage nations around the world to design and adopt national plans of action that would prevent the spread of violent extremism, the Secretary-General said “the phenomenon of violent extremism conducive to terrorism is not rooted or confined to any religion, region, nationality or ethnic group.”

Ban warned that the spread of violent terrorism, associated with the acts of groups such as Da’esh (ISIS), Boko Haram, Al Qaeda and others, should not mislead policy-makers into thinking that violent extremism is confined to certain groups, cultures or religions.

He said “let us also recognize that today, the vast majority of victims worldwide are Muslims. The objective of violent extremists is not necessarily to turn on us – it is for us to turn on each other. Their biggest mission is not the action, it is the reaction.”

In his speech, he pledged “leverage the universal membership and the convening power of the United Nations to further strengthen international cooperation at a national, regional and global levels.”

Among the speakers at the morning session was Didier Reynders, Deputy Prime Minister and Minister of Foreign Affairs of Belgium, a country recently at the centre of much media attention after the devastating attacks in Paris, in which several young Belgian nationals were implicated as terrorists, and the more recent attacks in Brussels.

Reynders said governments need to insure that the respect of Human Rights and Rule of Law are not jeopardised while putting in place new measures to fight terrorism. He added in “the respect of human rights is not only an efficient way to fight against the terrorism but also a way to prevent terrorists from gaining ground.”

The Geneva Conference on Preventing Violent Extremism provides an opportunity for the international community to share experiences and good practices and to discuss opportunities to prevent violent extremism at the global, regional and national level.
