“In France it takes long time to have a law passed -whatever law may be- even a ratification law. So, we want to be very specific when it comes to the date. On 5th of May the text will be presented to the Council of Ministers, then on the 18th May to the National Assembly, and we also have a second chamber –the Senate- which will take over from there, which allows me to say that a text will be ratify before the summer.”

President Francois Hollande of France, the first to sign the Paris Agreement, said the French parliament will ratify it before the summer.
The French president held a joint press conference today (22 Apr) at UN Headquarters along with Secretary-General Ban Ki-moon, the president of COP21 Ségolène Royale, and the executive secretary of the UNFCCC (United Nations Framework Convention on Climate Change), Christiana Figueres.
Hollande pointed that that France “should be an example” to show that it wants to be “the first or one of the first” not just to ratify but also to implement the contents of this Agreement.
He also said that his country will increase its annual financing for climate by bringing from “three to five billion euros per year between now and 2020.”
Secretary-General Ban Ki-moon told reporters the next critical step is to ensure that the agreement enters into force as soon as possible.
He said, “if all the countries that have signed today take the next step at the national level and join the agreement the world will have met the requirement needed for the Paris Agreement to enter into force.”
Delegates from more than 170 countries signed the agreement today in New York, setting a record for the most countries to sign an international document on one day. The Paris Agreement was reached in December as a major breakthrough in UN’s climate negotiations.
