"The Paris Agreement is an important diplomatic achievement, and there is good reason for this day of celebration. However, we should also be honest about its limitations. It is a much more modest treaty than many had hoped for. As it stands now, it will not protect our Islands. However, the Paris Agreement does open the door to the international cooperation needed for transformative change, and its success depends on what we do from this day forward. Thank you."

On an exceptional Earth Day in New York, 175 countries officially signed the Paris Agreement on climate change to keep the global temperature rise below two degrees Celsius.
The agreement, reached last year in Paris, sets outs a global action plan to put the world on track to avoid dangerous global warming –Secretary-General Ban Ki-moon called on Member States to move quickly to join the accord at the national level so that it can enter into force as early as possible.
Nauru’s president Baron Waqa said that although the Agreement was an important diplomatic achievement, “we should also be honest about its limitations,” adding that it was a, “much more modest treaty than many had hoped for. As it stands now, it will not protect our Islands.”
Palau’s president Tommy E. Remengesau Jr.s said that his island country made the signature with “a sense of great pride, but also with an even greater sense of urgency,” adding that last month he declared a ‘State of Emergency’ due to extreme drought conditions. “Water levels in the capital are critically low, and the government is currently limiting use to three hours per day.”
At a luncheon at headquarters, Al Gore former US vice president cited an African proverb for combatting climate change. He said “if you want to go quickly, go alone, if you want to go far, go together. The essence of what is facing us on this journey is we have to go far, quickly.”
Gore said this was a difficult journey and “some doubt” that it will be successful. “I do not”, he said “because I do know that the will to act and the will to succeed and in our case, the will to survive is in itself a renewable resource.”
And New York mayor Bill de Blasio said that taking steps toward climate change begins at the grass roots level, announcing new laws that call for 60 to 80 percent more efficient buildings and that all new government vehicles be electric.
All of the world's largest economies, and the largest greenhouse gas emitters, have indicated that they will sign the Agreement. The signing is the first step towards ensuring that the agreement enters into force as soon as possible. After signing, countries must take the further national (or domestic) step of accepting or ratifying the agreement.
During the 2016 Opening for Signature of the Paris Agreement, 175 States signed the Agreement, and 15 States deposited instruments of ratification. Of the 175 States which participated in the Ceremony, 31 participated at the level of Head of State, 2 participated at the level of Vice President; 24 participated at the level of Head of Government; 9 participated at the level of Deputy Prime Minister; 29 participated at the level of Minister for Foreign Affairs; 59 participated at the ministerial level; 1 participated at the level of former President; and 20 participated at the level of Permanent Representative.
