“The last round of talks, the ones previous to these ones, received a boost of support, and that was by a very favourable wind, and that was a wind of hope linked to the beginning of the cessation of hostilities and a clear commitment to move ahead with an accelerated pattern of humanitarian access to besieged areas. These rounds of talks have instead been overshowed by a substantial and indeed worrisome deterioration of the cessation of hostilities.”

“No one is doubting anymore that there is an urgent need for a true and credible political transition. You remember when the word transition, at least in certain areas was taboo? Not anymore. Everybody acknowledges that is the objective.”

“In view of the extremely tenuous, dangerous situation, of a potential collapse, not yet, but potential collapse of this cessation of hostilities, I believe that calling for a new round of talks during the course of May is urgent, but it’s even more urgent in order to make sure that that these talks are considered meaningful by the Syrian people, that the cessation of hostilities level is actually reaching back to what it used to be.”

After briefing the Security Council via video conference on the conclusion earlier today of this round of Intra-Syrian Talks, the Special Envoy for Syria, Staffan de Mistura told reporters that the talks have been “overshowed by a substantial and indeed worrisome deterioration of the cessation of hostilities.”
De Mistura noted with alarm the increasing level of violence in Syria over the last two weeks.
He said “during these talks we have been having incidents, one after the other, symbolized to me, at least just to mention one, just a few hours ago we had an airstrike on a hospital in Aleppo and probably, what I heard, the last paediatric doctor has been killed.”
The Special Envoy nevertheless described some progress on the political front.
He said “no one is doubting anymore that there is an urgent need for a true and credible political transition. You remember when the word transition, at least in certain areas was taboo? Not anymore. Everybody acknowledges that is the objective.”
De Mistura called on Russia and the United States to exert influence on the parties.
He said “the legacy of both President Obama and President Putin is linked to the success of what has been a unique initiative which started very well and needs to end very well.”
Regarding the next round of talks, he said “in view of the extremely tenuous, dangerous situation, of a potential collapse, not yet, but potential collapse of this cessation of hostilities, I believe that calling for a new round of talks during the course of May is urgent, but it’s even more urgent in order to make sure that that these talks are considered meaningful by the Syrian people, that the cessation of hostilities level is actually reaching back to what it used to be.”
De Mistura released a mediator´s summary outlining the process and substance of this round of Talks, which focused on an agenda of political transition and the establishment of inclusive transitional governance.
