6. SOUNDBITE (English) Ján Kubiš, Special Representative of the UN Secretary-General for Iraq:
“I strongly urge the government, constitutional and political leaders, and civil society, to work together in constructive dialogue that will not only dissolve the political impasse, but will give a clear perspective of better future to the people which will unite them and their leaders. Maintaining focus and unity of efforts in fighting the so-called ISIL remains a critical priority followed by mobilizing international assistance to help alleviate the deep economic and fiscal as well as humanitarian crises and promote the stabilization and the return of IDPS.”

8. SOUNDBITE (English) Ján Kubiš, Special Representative of the UN Secretary-General for Iraq:
“The humanitarian crisis in Iraq remains one of the world’s worst. In the last year the number of Iraqis in need has doubled. Nearly a third of the population, over ten million people, now require some form of humanitarian assistance. A military campaign, depending on its scope and intensity, will almost certainly lead to mass displacement in the months ahead. In the worst case scenario, more than two million more Iraqis may be displaced by the end of the year.”

10. SOUNDBITE (Arabic) Mohamed Ali Alhakim, Permanent Representative of Iraq to the United Nations:

Storyline

Jan Kubiš, the Secretary-General’s Special Representative for Iraq, told the Security Council today (6 May) that “a profound political crisis has engulfed Baghdad and the country, bringing paralysis and deadlock in the work of the Government and the Council of Representatives.”

Kubiš noted the past 10 months of protests and the recent storming of the Parliament.

He strongly urged the Government, constitutional and political leaders and civil society “to work together in a constructive dialogue that will not only resolve the political impasse but give Iraqis a clear perspective of better future to the people, which will unite them and their leaders.”

The Special Representative said “maintaining focus and unity of efforts in fighting the so-called ISIL remains a critical priority followed by mobilizing international assistance to help alleviate the deep economic and fiscal as well as humanitarian crises and promote the stabilization and the return of IDPS.”

On the humanitarian front he highlighted that in the last year “the number of Iraqis in need has doubled” and “over ten million people, now require some form of humanitarian assistance.”

In the worst case scenario, he said, “more than two million more Iraqis may be displaced by the end of the year” due to an intensified military campaign.

Iraq’s Ambassador, Mohamed Ali Alhakim, urged the international coalition “to build on victories made so far on military operations and to build on the weakening of those gangs in order to liberate Mosul.”
