4. SOUNDBITE (English) Stéphane Dujarric, Spokesperson of the United Nations Secretary-General:
“Our colleagues at UNHCR say that they have taken note with profound concern of the recent announcement by the government of Kenya of its intention to end the hosting of refugees, citing economic, security and environmental burdens. A statement issued by the Ministry of Interior in Kenya, said the Government had disbanded the Department of Refugee Affairs and was working on a mechanism for the closure of Kenya's refugee camps – a move that could impact as many as 600,000 people.”

6. SOUNDBITE (English) Stéphane Dujarric, Spokesperson of the United Nations Secretary-General:
“UNHCR stressed that Kenya has played an extraordinary role over many years as one of the world's frontline major refugee hosting nations, and that inevitably this has had many consequences for the country and the population. It is for those reasons that the Agency has been a prominent advocate for robust international support for Kenya. UNHCR is calling on the government to reconsider its decision and to avoid taking any action that might be at odds with its international obligations.”

8. SOUNDBITE (English) Stéphane Dujarric, Spokesperson of the United Nations Secretary-General:
“What UNHCR is trying to do is find out exactly what the government is planning to do because obviously right now we do not have that many details, but any such decision cannot be taking in haste when you are talking about the lives of 600,000 people who are living as refugees in camps.”

10. SOUNDBITE (English) Stéphane Dujarric, Spokesperson of the United Nations Secretary-General:
“The UN has no physical ability to prevent the government from doing what it wants to do. I think what UNHCR’s message is that also Kenya has obligations under the 1951 refugee convention, but it’s also a matter of ensuring that people, other states in the international community, doesn’t leave Kenya to carry the financial burden that it is, that it has, alone.”

Storyline

The United Nations refugee agency (UNHCR) has expressed “profound concern” over the Government of Kenya's announcement this past week that it intends to end the hosting of refugees because of economic, security and environmental burdens, and called on the Government to reconsider its decision.
Secretary-General Man Ki-moon’s Spokesperson, Stéphane Dujarric, today (10 May) in New York noted that the Kenyan government had disbanded the Department of Refugee Affairs and was working on a mechanism for the closure of Kenya's refugee camps, “a move that could impact as many as 600,000 people.”

Dujarric said UNHCR is calling on the government “to reconsider its decision and to avoid taking any action that might be at odds with its international obligations.”

He said “any such decision cannot be taking in haste when you are talking about the lives of 600,000 people who are living as refugees in camps.”

The Spokesperson remarked that “the UN has no physical ability to prevent the government from doing what it wants to do.”

He said “Kenya has obligations under the 1951 refugee convention, but it’s also a matter of ensuring that people, other states in the international community, doesn’t leave Kenya to carry the financial burden that it is, that it has, alone.”
