Storyline

Delegates at the Human Rights Council in Geneva have voted to appoint an Independent Expert to report on violence and discrimination committed against people around the world based on their sexual orientation and gender identity. In the resolution adopted today (30 Jun), the Council strongly deplored “acts of violence and discrimination, in all regions of the world, committed against individuals because of their sexual orientation or gender identity”. The resolution received 23 votes in favour, with 18 opposing and six abstentions.

Speaking at the Council, British ambassador Julian Braithwaite said the recent events in Orlando showed that “this is a situation which affects all countries and all regions.” He said it was “only right that the United Nations is asked to address this protection gap.”

Mexican ambassador Jorge Lomónaco said by adopting this resolution, “all individuals that are discriminated or subjected to violence because of their sexual orientation will now have a voice within the international system of human rights.”

The mandate of the Independent Expert will include assessing what is currently in place to overcome violence and discrimination against people on the basis of their sexual orientation or gender identity, raising awareness, and working with countries to protect people from violence and discrimination based on sexual orientation and gender identity.
