United Nations Secretary-General Ban Ki-moon called the renewed fighting in the South Sudanese capital Juba “outrageous” and said it “makes a mockery of commitments to peace.”

Speaking to the press today (11 Jul) in New York, Ban said the the leaders of South Sudan have again failed their people and called on President Salva Kiir and Vice-President Riek Machar to order their respective forces to withdraw to their bases.

Fighting which broke out in Juba last week between forces loyal to President Kiir and Vice-President Machar left hundreds dead including two UN peacekeepers and one local staff member. The two UN compounds in the city have been caught in the cross-fire and sustained mortar and heavy artillery fire. The UN mission in the country (UNMISS) also reported its protection of civilans sites coming under fire leaving many to flee the sites.

The Secretary-General underscored that acts of violence perpetrated against civilians and United Nations and humanitarian personnel, assets and premises may constitute a war crime. He said the international community will be carefully monitoring developments “in order to be able to identify on whom the burden of accountability for war crimes should ultimately be placed.”

Ban called on the Security Council to impose an immediate arms embargo on South Sudan and enact additional targeted sanctions on leaders and commanders blocking the peace agreement. He also called on the Council fortify UNMISS and said any withdrawals from the mission would send “precisely the wrong signal, in South Sudan and across the world.”

Yesterday the Security Council issued a statement condemning the escalation of fighting and “expressed their readiness to consider enhancing UNMISS to better ensure that UNMISS and the international community can prevent and respond to violence in South Sudan.” The Council encouraged region countries to “prepare to provide additional troops in the event the Council so decides” and stressed the need for UNMISS to “make full use of its authority to use all necessary means to protect civilians.”
