“The United Nations and its humanitarian partners, we are ready. We have the capacities, we have the skills, we have the people to be able to deliver for people with real life saving, protection need tonight. But to do that, not only do we need the resources, yes, we need to generate more and the world is already very generous through the agencies and others in making funds available. But we are nowhere, near funded enough to be able to meet all the needs which will be well identified and assessed. And we need to work very well together to make sure we really use those resources efficiently. But beyond that, what we do need to do is to make sure we have safe, unimpeded access. This is not conditional upon politics, this is absolutely what we are demanding as of a right, the humanitarians as a matter of international law, must have safe, unimpeded access to wherever the need arises, however it arises, so we can deliver all those needs.”

“We are determined, we are ready, we really do have the capacities today but we do need the access. It needs to be safe, unimpeded, it’s neutral, it’s impartial, and it needs to happen now. And all those who are the fighting parties, on whichever side, and all those who have influence on them, they need to now really recognize that this is the time to have a ceasefire, sensational hostilities, or a pause, it doesn’t matter how you call it, as long as the guns stop firing, there is safety for the humanitarians to get into to meet those needs.”

Storyline

Ahead of World Humanitarian Day, the United Nation's (UN) humanitarian chief called on "all to be active, to be proactive, and also to reflect our opportunities as global citizens to make a real contribution to meeting the needs of our fellow human beings on the planet who are the most vulnerable."

Working with the theme ‘one humanity’, Stephen O'Brien said that although the UN and its humanitarian partners have the people and skills, more funding is needed and "safe, unimpeded access” needs to be provided.

He reiterated humanitarian access “is not conditional upon politics,” adding that “this is absolutely what we are demanding as of a right, the humanitarians as a matter of international law, must have safe, unimpeded access to wherever the need arises, however it arises.”

On the devastating conflict in Syria which has left limited humanitarian access, he urged “all the fighting parties, and all those who have influence on them” to “now really recognize that this is the time to have a ceasefire, sensational hostilities, or a pause,” adding that “as long as the guns stop firing, there is safety for the humanitarians to get into to meet those needs.”
