The United Nations (UN) Refugee Agency (UNHCR) warned that displacement may be about to "dramatically worsen" in Iraq, as the focus of military action turns towards Mosul.

UNHCR spokesperson Adrian Edwards told reporters today (23 Aug) in Geneva that Iraq was already one of the world’s biggest displacement situations, adding that "over the past few months, some 213,000 people have fled their homes in different parts of the country,” and “some 3.38 million people have fled their homes there since January 2014, among them people who have been displaced time and again.”

Edwards said “UNHCR continues to advocate in this volatile, fast evolving and complex conflict for freedom of movement for civilian populations.”

He said that contingency plans have been drawn up to provide shelter for up to 120,000 people fleeing conflict in Mosul and surrounding areas, as part of an inter-agency response to the crisis. And across the region a series of other camps are in the process of being expanded or established while other shelter options are being prepared.

UNHCR’s comments came as Iraqi security forces have been regaining territory from the militants in Iraq. Mosul is Iraq's second largest city, and the humanitarian impact of a military offensive there is expected to be enormous. Up to 1.2 million people could be affected, according to UNHCR estimates. Additional land for camps and funding is still needed.

In another comment related to violence in Iraq, the Office of the High Commissioner for Human Rights (OHCHR) expressed concern about the execution of 36 people in relation to the 2014 Camp Speicher massacre.

The OHCHR Spokesperson Cecile Pouilly told the reporters “as the High Commissioner said in the aftermath of the killings at Camp Speicher, the 'magnitude and brutality of the Camp Speicher massacre was exceptional' and it was important to respond to the plight of the survivors and families of the victims. He urged the authorities to ensure that any trials conducted in connection with the massacre respected due process and international fair trial rather than be fuelled by vengeance. Unfortunately, this was not the case."

During the 2014 Camp Speicher massacre, some 1,700 cadets were killed by ISIL fighters.
