Food prices are on average at least sixty percent higher than pre-crisis levels, while income levels have dropped dramatically. Despite the rising levels of need, it has become increasingly difficult for humanitarian agencies to access many areas.”

“The comprehensive plan we have in front of us is a plan that includes security and political arrangements. I think once we have a clear plan from the Houthis and the GPC in regard to the issues about the withdrawal, about the element of the military and security committees; once we have this in place, all of the issues can be brought to the table. Regardless of these issues relate to the future election of a future president or regarding a government of national unity. But the problem is there, we have to have this sequencing well respected as it is outlined in the 2216.”

The United Nations (UN) Special Envoy for Yemen, Ismail Ould Cheikh Ahmed, today (31 Aug) said the end of the UN-sponsored negotiations in Kuwait without having reached an agreement “has betrayed the expectations of millions of Yemenis who had hoped that those talks would bring an end to the conflict and open a way for Yemen’s return to a peaceful and orderly transition.”

The Special Envoy, briefing the Security Council, said the most recent escalation in fighting in Yemen “has led to the degradation of the humanitarian situation on a large scale.”

He noted that the number of internally displaced persons has risen to over three million and said that while food prices “are on average at least sixty percent higher” than before the crisis begun, “income levels have dropped dramatically.”

Despite the rising levels of need, Ould Cheikh Ahmed said “it has become increasingly difficult for humanitarian agencies to access many areas.”

In his address to the Council, Yemeni Ambassador Khaled Hussein Mohamed Alyemany said the Yemeni government “undoubtedly has renewed its firm commitment to choosing a path of peace as an unwavering principle in order to end the suffering of the patient Yemeni people, a people who have continued to face the consequences of this unjust war launched by the Saleh-Houthi militias on all regions of Yemen.”

After the meeting Ould Cheikh Ahmed told reporters that the comprehensive plan now being discussed “includes security and political arrangements,” and added that “once we have a clear plan from the Houthis and the GPC” in accordance to Security Council resolution 2216, “all of the issues can be brought to the table.”

Resolution 2216 Imposed sanctions on individuals undermining Yemen’s stability and demanded that all parties in the embattled country, in particular the Houthis, immediately and unconditionally end violence and refrain from further unilateral actions that threatened the political transition.

The resolution also demands that the Houthis, withdraw from all areas seized during the latest conflict, relinquish arms seized from military and security institutions, cease all actions falling exclusively within the authority of the legitimate Government of Yemen and fully implement previous Council resolutions.
