“Well the report has proven that the Syrian Arab Republic, more particularly the Syrian air force, have been responsible for two chemical weapons attacks, one in 2014 – one in 2015, both with chlorine use. The report has also shown that one particular incident (happened) with the utilization of mustard. The responsible party was ISIS, the Islamic State of Iraq and the Levant.”

11. SOUNDBITE (English) Virginia Gamba, Head of Security Council Joint Investigative Mechanism on Chemical Weapon Use in Syria:
“Well I think that one thing that worries us very much is that the whole year where we’ve been investigating these nine cases with the very specific time frame, we have noted repeatedly that chemical weapons continue to be used in Syria. It looks like what is happening is the diversification, where both the type of the substances used and the amount of actors with the ability to use them is just multiplying. So there clearly is a proliferation on going.”

Storyline

The Head of the Joint Investigative Mechanism (JIM) on Chemical Weapon Use in Syria said chemical weapons continued to be used in the conflict as the type of substances used and number of actors using them was “multiplying.”

The UN Security Council established the JIM August last year to identify “to the greatest extent feasible” those involved in the use of chemical weapons in Syria. It was mandated to investigate nine cases which took place between April 2014 and September 2015 which were identified by the OPCW fact finding mission to the country.

In an interview with UNifeed, Virginia Gamba said the JIM found that the Syrian air force was involved in two chemical weapons attacks while Da’esh (ISIL) was involved in one of the nine cases they investigated. She said her team was awaiting results from forensic labs and hoped to report on three more case in their September report to the Security Council.

Gamba briefed the Security Council today (30 Aug) on the reports finding behind closed doors. The 92 page report was handed to the Secretary-General last week and was given to the members of the Council for consideration.

Gamba said her team noted “that chemical weapons continue to be used in Syria.” She said the only way to stop the proliferation of chemical weapons in the country was to deter it by pushing for accountability. Gamba hoped that JIM’s report will assist in that process.
