“The best way of averting further destabilization, and given that peace agreement a chance to take hold; giving the civilians a chance to receive the food that they vitally need, but more importantly to get back to planting and taking care of their own destinies. Upon arrival in Juba, South Sudan, United States Ambassador Samantha Power today (2 Sept) called on the government to allow the deployment of a regional protection force recently authorized by the Security Council.

The delegation from the Council arrived in South Sudan, following the recent renewal of the mandate of United Nation Missions in South Sudan (UNMISS), which underscored the urgency of the mission’s tasks related to protection of civilians, and the need for stronger cooperation with the Transitional Government.

Speaking to reporters, Power said “the international community is extremely frustrated with the obstruction of UN peacekeeping operations that has gone on for too long.”

Power said “we’ve all been very alarmed by the killing of civilians that has occurred and a surge in the reports of sexual assault being carried out against people in South Sudan, South Sudanese, in very large numbers and also, of course, international personnel.”

The Council has, in a recent resolution, expressed grave alarm over the security situation and the ongoing violence in the country, as well as the dire humanitarian consequences for the people of the country. It has also noted extreme concern over reports of widespread sexual and gender-based violence and ethnic clashes, and plans to urge all parties to adhere to an immediate end to fighting throughout the country, during this trip.

The US Ambassador said “one of the most important ways to do that is to allow the regional protection force that has just been authorized to be deployed. This was the force with a set of tasks specified in resolution 2304, providing for free and safe movement in Juba, supporting the protection of vital infrastructure, and preventing threats against civilians.”

She said the international community is ready “to continue to invest in standing with the people of South Sudan, but we need the government of South Sudan to do its part and allow the UN and the humanitarian community to be the partners that they really want to be.”

The delegation is expected to hold meetings with President Salva Kiir and other Transitional Government members, with the aim of reinforcing various messages contained in a number of resolutions that it has issued in relation to South Sudan.

The Council also aims to engage in discussions on how the UN Mission will continue to work with the government to improve the security and humanitarian situation in South Sudan, including discussion of the Regional Protection Force, a key component of the Mission’s new mandate.

While in the country, the Council members will take the opportunity to visit UNMISS Protection of Civilians sites, in Juba and a protection area established adjacent to the UNMISS base in Wau, meet with internally displaced people and to see for themselves the prevailing humanitarian and security conditions.

Council members will also engage with civil society organisations, community leaders, women and youth groups to obtain firsthand perspectives on the security situation, their needs, challenges, the impact of the conflict on communities, and solicit their views.
