The United Nations Refugee Agency (UNHCR) today announced in Geneva the New York Declaration on Refugees and Migrants will be a significant milestone and a game changer for refugee protection and for migrants.

The UNHCR Spokesperson Melissa Flemming told the reporters today (06 Sep) in Geneva that “this we believe would be a real significant milestone. Because 194 states they are going to be signing on to this, will declare, number one, their solidarity to the people who were forced to flee their homes. Number two, they will reaffirm their obligations to fully respect the human rights of refugees and migrants. And this is important as we have seen a bit of deterioration or edging back of certain countries, a number of countries in their commitments in their obligations under already existing treaties.”

Describing the ongoing crisis in Syria a “wake up call” that “exemplifies everything that needs to be fixed,” Flemming added “86 per cent of the world refugees are in developing countries and a large number in the least developing countries. A refugee can live for a certain amount of time in a tent or a leaky apartment building, a certain amount of time that their kids are not going to school, but only a very short amount of time, especially when the hope is running out when they can return home.”

Emphasizing the new framework would be “a game changing response to large movements of refugees,” Flemming said “the host countries and communities are buckling under the strain of hosting so many and have had received almost no support from the international community,” adding that “development actors in this case will come in and the host community will be supported and bolstered from the outset. Welcoming the G20 declaration on strengthening humanitarian assistance for refugees and refugee resettlement, Flemming said “before the tendency was, particularly with refugees, to say ‘this is not my problem.” This is the problem of the countries who are hosting the 86 percent of the world’s refugees. And even their it was their problem but they weren’t helping by sharing the responsibility by funding and increasing resettlement.”

The Summit for Large Movement of Refugees and Migrants will be held on 19th September this year in New York.
