So much so that we need to make sure that we continue to demand, whatever the circumstances of the larger discussions, we need to make sure that we continue to press for and demand a 48-hour weekly humanitarian pause to reach the people in need by whichever route can be made secure for all those very brave and courageous aid workers.”

“It is clear that there is a question about the planning and assessment process for 2017 and that we will continue to be working together for the implementation of humanitarian effect and taking the actions necessary to meet those needs. And I am sure that above all, between us, there will be no impact on meeting the needs of those who are suffering through no fault of their own, and that we will be able to make sure that our discussions are fruitful.”

Emergency Relief Coordinator Stephen O’Brien today (9 Sep) said that the situation inside Eastern Aleppo had deteriorated in the past three weeks and insisted on the need for “total humanitarian access.”

O’Brien said the situation in Eastern Aleppo “remains extremely severe to the point of it being de facto besieged.” He repeated United Nations (UN) calls for weekly, 48-hour.

When asked about reported criticism of the UN by aid agencies inside Syria, O’Brien said that he was aware of their concerns, but hoped to work on confidence-building measures.

He said “It is clear that there is a question about the planning and assessment process for 2017 and that we will continue to be working together for the implementation of humanitarian effect and taking the actions necessary to meet those needs.”

Speaking as high-level talks continue in Geneva between United States Secretary of State John Kerry and Russia’s Minister of Foreign Affairs Sergey Lavrov, the UN Special Envoy for Syria, Staffan de Mistura, said that it was a priority “for the two co-chairs to come up with an agreed position” and for the two super-powers agree on a way to halt the fighting, so that aid can get through to civilians caught up in the more than five-year conflict.
