Storyline

At a high-level event on enhancing self-reliance in food security and nutrition in protracted refugee situations in New York, the United Nations (UN) Secretary- General Ban Ki-moon today (19 Sep) said that “refugees deserve sustainable livelihood”, and they deserve “rights to access land, to financial services and freedom of movement.”

Noting that the UN aid trucks having no access to besieged areas in Syria is “totally unacceptable”, Ban told delegates that “there must not be any political consideration, there is no such politics when it comes to human lives, when it comes to just the daily needs live saving humanitarian assistant – food and water.”

On working between development and humanitarian actors, the UN High Commissioner for Refugees Filippo Grandi said that “the early interventions of development actors do not mean that we, the humanitarian organizations should just sit back and relax. We also have to rethink the way we plan, and we implement humanitarian assistance.”

Noting that the humanitarian organizations must move beyond the traditional humanitarian assistance model, the World Food Programme Executive Director Ertharin Cousin said “we need to move beyond the just saving lives to being in the business of changing lives,” adding that refugees must be given the opportunity to self- reliance.

Calling for adopting progressive polices in refugee hosting countries, Cousin said that the policies should ensure that “we can train refugees farmers and we can support their access to work permits, access to education, access to health care, and ultimately as providing all these tools will ensure better food assistant for better food security for these families when they have access to additional tools.”

Hosting the largest number of refugees in its history, Ugandan official Hillary Onek said that “if you look at them from the position of human resources, what our government does is to try to enable them to be productive so they can become self-reliance, they become productive and therefore increase wealth creation in the country.”
