United Nations (UN) Secretary-General Ban Ki-moon declared that more than 55 countries have formally joined the Paris Agreement on climate change signed by world leaders this past April, officially crossing one of the two thresholds required to bring the agreement into force.
There are now 60 countries that have joined the agreement—five more than the required 55 needed. These countries represent 48 percent of global emissions, just shy of the 55 percent needed for entry into force.
United States (US) Secretary of State John Kerry said that “while the world took enormous step by approving the most ambitious, inclusive climate agreement in history, the next step bringing the agreement into force must quickly follow, we still have a window of time.” As the world’s two largest emitters, China and the United States joined the Agreement earlier this year.
Kerry said this was "remarkable signal" for the private sector and encouraged young entrepreneurs to find solutions to combat climate change. “It is going to be some magician, some young entrepreneur, some kid in the basement, some genius who comes up with better battery storage, or better solar panels that have greater efficiency and lower cost", he said, "The private sector is going to take the message we sent in Paris, and invest and we will find the solution for this challenge. I have no doubt about it.”
He said the achievements of the agreement "will be a proud story to tell the future generations", adding that “it will be a story of how the world came together in the greatest aspirations of United Nations, of this institution to embrace this moment and to safeguard the future of this planet for generations to come. That is this mission, nothing less and we intend to get the job done.”
The Secretary-General urged world leaders to accelerate domestic procedures to join the agreement this year, reiterating that the agreement will “help accelerate efforts to protect the poor and most vulnerable from increasing climate impacts. It will spur governments to fast-track implementation of their national climate plans. And it will send a strong signal to the private sector that the future belongs to those who invest in low-carbon development and the climate resilient economy.”
Later, Ban told reporters that the world had crossed one threshold and the other was “within reach.” He said he was convinced that the Paris agreement would enter into force by the end of this year, saying "what once seemed impossible is now inevitable.”
Adding to that momentum, at Tuesday's General Assembly ,Poland’s President Andrzej Duda declared that his country “has initiated the process of ratification of the Paris Agreement and the Doha amendments.” The European Union represents and estimated ten percent of the world's emissions.
The Paris Agreement will enter into force 30 days after 55 countries, representing 55 percent of global emissions, deposit their instruments of ratification, acceptance or accession with the UN Secretary-General.
