Panel Discussion on Criminalizing Illegal Use of Force
At the ICC Review Conference in 2010 in Kampala, Uganda, States Parties adopted amendments to the Rome Statute on the crime of aggression. The ICC will be able to prosecute individuals in leadership positions, who are responsible for the most serious forms of the illegal use of force against other States.+++ The Kampala agreement foresaw the ratification of 30 States as well as a one-time decision of States Parties in order to enable the Court to exercise jurisdiction over the crime of aggression.
At the Treaty Event, The Netherlands and Chile will deposit their instruments of ratification on 23 September before the side-event. This means that a total of 32 States Parties from all regions have ratified the Kampala amendments. Various other States are currently in the process of completing their national ratification processes.
The panel will highlight the importance of ratifying the amendments as well as of the decision to activate the ICC’s jurisdiction over the crime of aggression in 2017.
