“Humanitarian operations cannot be contingent on political or military initiatives. It’s not contingent upon that. We are constantly pushing ahead. Of course when there are windows of opportunity, if you like, pauses like we saw some time ago, we try to exploit that. But what we really need in Aleppo is for lifesaving assistance to get in, to be delivery to inside eastern Aleppo.”

The United Nations(UN) humanitarian office (OCHA) said humanitarian operations could not be “contingent on political or military initiatives” in the Syrian city of Aleppo adding that it had not received the needed “security assurances” to deliver aid into the eastern part of the city.
Media reports indicated that Syrian and Russian forces had decided to prolong their halt to airstrikes on the city’s eastern sector until Friday (4 Nov) evening calling on rebels to leave the city.
OCHA spokesperson Jens Laerke said what was needed in Aleppo was for “lifesaving assistance to get in, to be delivery to inside eastern Aleppo” adding that the UN was trying to “exploit” any windows of opportunity to deliver aid. He said it was the responsibility of all parties to take the necessary measure and provide the “security conditions” to enable the delivery of aid to eastern Aleppo which has been “under siege” since early July and had suffered “unprecedented destruction since.” Laerke said the humanitarian conditions in the city were worsening as reports emerged of “lack of food, lack of medical supplies, and lack of medical services.”
