“Besiegement, denial of humanitarian access continues to be a tactic in this conflict. This is an abhorrence to all civilized people across the world. It’s in flagrant violation of international legal responsibilities and yet it prevails for right now 700,000 people who are caught up in the various locations that are besieged.”

“We hope the resolution adopted in the General Assembly this week can lay the groundwork for action to bring justice for the victims of this conflict. We also welcome the Board of Inquiry findings on the attack on the UN and SARC humanitarian convoy in Big Orem. The information that the attack was highly likely perpetrated by the Syrian Air Force is deeply disturbing, as was the obstruction and delay by the Syrian Government in issuing visas to the investigators. We hope the Council will be able to unite in welcoming this report and in condemning all attacks on humanitarian workers.”

“Just for protocol, just for the record, the numbers of arguments that he put out, we don’t agree with and in particular what is unacceptable is our conflation he made between the veto and his comment that someone is pursuing military goals without thinking about humanitarian consequences if you are hinting at Russia, that’s not the case. “

The United Nation’s (UN) emergency director said that, “besiegement, denial of humanitarian access continues to be a tactic” in the Syrian conflict.
Speaking to reporters outside of the Security Council today (23 Dec), John Ging said that this “is an abhorrence to all civilized people across the world”, adding that it “is in flagrant violation of international legal responsibilities and yet it prevails for right now 700,000 people who are caught up in the various locations that are besieged.”
Earlier in a Council meeting, New Zealand ambassador Gerard van Bohemen said that information by the Board of Inquiry that the attack on the UN and SARC humanitarian convoy in Big Orem was “highly likely” perpetrated by the Syrian Air Force “is deeply disturbing, as was the obstruction and delay by the Syrian government in issuing visas to the investigators.”
He added that, “we hope the Council will be able to unite in welcoming this report and in condemning all attacks on humanitarian workers.”
Russian ambassador Vitaly Churkin responded by saying, “just for protocol, just for the record, the numbers of arguments that he put out, we don’t agree with and in particular what is unacceptable is the conflation he made between the veto and his comment that someone is pursuing military goals without thinking about humanitarian consequences if you are hinting at Russia, that’s not the case."
He added that this was a very complex humanitarian operation in Aleppo to evacuate civilians and “I want to assure you that the humanitarian consequences are of extreme concern to us when it comes to any planning in Syria.”
