Unanimously adopting resolution 2343 (2017), the Council expressed strong support for UNIOGBIS and the Secretary-General’s Special Representative in Guinea-Bissau, affirming that they would continue to lead international efforts to help the Government strengthen democratic institutions, promote and protect human rights and incorporate a gender perspective into peacebuilding.

The Council fully endorsed the recommendations from a recent strategic review that UNIOGBIS must refocus its efforts towards political capacities in support of the Special Representative’s good offices and political facilitation role, and streamline its management structure. It requested the Mission to support the national reconciliation process, provide strategic and technical advice to authorities, and support them in completing the constitutional review.

Also by the text, the Council endorsed the 14 October 2016 Conakry Agreement, calling upon stakeholders to strictly comply with it and the Economic Community of West African States (ECOWAS)-brokered road map in addressing their differences. It supported the ECOWAS intention to dispatch a high-level mission to identify and address the obstacles impeding the Agreement’s implementation.

Further, the Council urged all political actors to place the interests of the Bissau-Guinean people above all, calling upon leaders, including the President, Speaker of Parliament, and heads of political parties, to abide by their commitments to bring about political stability by engaging in genuine dialogue. It called upon stakeholders to refrain from actions and statements that could escalate tensions and incite violence.

Fodé Seck (Senegal), introducing the resolution, said the text stressed the need for Guinea-Bissau to reform its security sector, tackle corruption and improve public administration. It expressed concern over the protracted political and institutional crisis among the President, the Prime Minister, the Speaker of Parliament and heads of political parties. Further, it reaffirmed the importance of continued non-interference by the defence and security forces in the political situation, emphasizing the need for partners to remain engaged and to help Guinea-Bissau overcome its political impasse.
