3. SOUNDBITE (English) Cécile Pouilly, spokesperson, UNHCR:
“We are deeply concerned at a new law which has been voted this morning at the Hungarian parliament, and which forces the mandatory detention of all asylum seekers, including many children, for the entire length of the asylum procedure. In practice, it means that every asylum seeker including children, will be detained in shipping containers surrounded by a high razor-wire fence at the border, for extended periods of time. This new law violates Hungary's international obligations under international and EU law. And, it would have a terrible physical and psychological impact on women, children and men, who have already greatly suffered.

Under the new law, which the Hungarian Parliament passed on Tuesday (7 Mar) and it is due to come into effect next week, asylum-seekers, including children, will be detained at the border during the entire length of the asylum procedure.
The UN Refugee Agency (UNHCR) said this means people will be kept in shipping containers surrounded by high razor wire fences for extended periods of time.
Cécile Pouilly, UNHCR spokesperson, told reporters in Geneva today "we are deeply concerned at a new law which has been voted this morning at the Hungarian parliament, and which forces the mandatory detention of all asylum seekers, including many children, for the entire length of the asylum procedure. In practice, it means that every asylum seeker including children will be detained in shipping containers surrounded by a high razor-wire fence at the border, for extended periods of time. This new law violates Hungary's international obligations under international and EU law. And, it would have a terrible physical and psychological impact on women, children and men, who have already greatly suffered."
UNHCR also said refugees and asylum seekers can only be detained on a limited number of grounds, according to international and European Union law.
