The Guinea Bissauans haven’t had a budget for the last year-and-a-half. Storyline

The Security Council today (11 May) issued a statement expressing their deep concern over the protracted political and institutional crisis in Guinea Bissau as a result of the inability of political stakeholders to reach a lasting and consensual solution, leading to the current gridlock.

Talking to reporters outside the chambers, Council President Elbio Rosselli of Uruguay said “the Conakry Agreement has not been fulfilled and therefore it’s our call to the leadership and to all the political parties in Guinea Bissau to take on their responsibilities, to come to an agreement and get the country into a normal situation, a functioning. The Guinea Bissauans haven’t had a budget for the last year-and-a-half. Every so many months there is a new change of Prime Minister who is unable to get his program of work through the congress and we fall again into the same cycle.”

The Council statement reaffirmed the centrality of the Conakry Agreement as a primary framework for the resolution of the political crisis. The Council called upon the Bissau-Guinean stakeholders to refrain from actions that could escalate tensions and incite violence and to strictly respect and comply with the Conakry Agreement and the ECOWAS road map in addressing their differences and the challenges facing their country.
