“North Korea’s provocative and illegal missile launches are a direct threat to the security of numerous countries, including my own. Missiles have already fallen perilously close to South Korea, Japan, and most recently, Russia. Each North Korean rocket has the potential to hit an airplane or ship, which threatens civilian lives. Each test ratchets up tensions in the region. But despite all the risks, and the sanctions this Council has imposed so far, North Korea still chooses to keep escalating.”

6. SOUNDBITE (English) Nikki Haley, Permanent Representative of the United States to the United Nations:
“The United States has no wish to threaten the North Korean people or destabilize the Asia-Pacific region. And we have never closed the door to dialogue with North Korea. But as we have said before, all options for responding to future provocations must remain on the table. Beyond diplomatic and financial consequences, the United States remains prepared to counteract North Korean aggression through other means if necessary.”

8. SOUNDBITE (English) Koro Bessho, Permanent Representative of Japan to the United Nations:
“We must continue to exert pressure on North Korea until it shows sincere commitment and concrete steps towards the denuclearization of the Korean Peninsula. Japan will continue to work very closely with the Council members and all other member states to reach a comprehensive resolution to the problem, problems, related to North Korea.”

10. SOUNDBITE (Russian) Vladimir Safronkov, Deputy Permanent Representative of the Russian Federation to the United Nations:
“In order to try ways of normalizing the situation, one should not forget that the sanctions against North Korea should not lead us to stifling the 25 million simple citizens, most of whom need emergency assistance. And in this regard we are convinced that in the area of humanitarian assistance, the UN is called upon to discharge its duty.”

Storyline

The Security Council unanimously adopted a resolution today (02 Jun) imposing targeted sanctions on North Korea.

The resolution imposes a travel ban and asset freeze on four entities and 14 North Korean officials.

After the vote, United States Ambassador Nikki Haley told the Council that “North Korea’s provocative and illegal missile launches are a direct threat to the security of numerous countries,” including the United States.

Haley said “missiles have already fallen perilously close to South Korea, Japan, and most recently, Russia. Each North Korean rocket has the potential to hit an airplane or ship, which threatens civilian lives. Each test ratchets up tensions in the region. But despite all the risks, and the sanctions this Council has imposed so far, North Korea still chooses to keep escalating.”

The US Ambassador said “the United States has no wish to threaten the North Korean people or destabilize the Asia-Pacific region” and left the door open to dialogue with North Korea.

But she stressed that “all options for responding to future provocations must remain on the table” and said “beyond diplomatic and financial consequences, the United States remains prepared to counteract North Korean aggression through other means if necessary.”

Japan’s Ambassador, Koro Bessho, said “we must continue to exert pressure on North Korea until it shows sincere commitment and concrete steps towards the denuclearization of the Korean Peninsula.”

Japan, he said, “will continue to work very closely with the Council members and all other member states to reach a comprehensive resolution to the problem, problems, related to North Korea.”

Russia’s Ambassador, Vladimir Safronkov, for his part said that “in order to try ways of normalizing the situation, one should not forget that the sanctions against North Korea should not lead us to stifling the 25 million simple citizens, most of whom need emergency assistance.”
