“Dialogue and collective bargaining in the private sector and in the public sector, between governments and trade unions and employers’ organizations, is a key instrument for building a world of work that serves the interests of everyone. Therein lies the key to the social contract and democracy, which is indispensable for progress. In today’s world, although sometimes it may seem the opposite, the truth is that without dialogue there are no agreements and without agreements there is neither genuine and sustainable progress nor development.”

“In today’s world, we modestly think, those who try to solve their challenges with answers from the past are condemned to failure. Those who stop move backwards, and those who aspire to be saved on their own are hopelessly lost. Because we must not wait for the future, we must build it. And we build it knowing that it will never be immutable or perfect, and that it can always be better and perfected. And we build it together.”

Storyline

At the opening session of the annual International Labour Conference in Geneva, President Tabaré Vázquez of Uruguay told delegates without dialogue there is no progress, adding “we must not wait for the future, we must build it.”

In his remarks today (5 Jun), the Uruguayan President called on delegates not to wait for the future but to build "a world of work that serves the interests of everyone." According to the guest of honour, social dialogue between governments, trade unions and employers' organizations are "key to the social contract and democracy" and indispensable for sustainable progress.

ILO’s chief Guy Ryder introduced President Tabaré Vázquez, as the representative of a country that “has come out victorious in recent years in its fight for democracy, and has today strong and consolidated institutions and a political culture of dialogue.”

The president said, “Let us aim towards a secure, orderly labour migration properly harmonized with international labour standards, as with national policies, because growth without development is neither growth nor development: it is accumulation by a few to the detriment of many other citizens of the world.”

The president reminded delegates that Uruguay was among the first members of the ILO in 1919 and reaffirmed his country's adhesion to the ILO's founding principles and its centenary initiatives.
