“Uganda provides a model response because it’s not just the humanitarian assistance that you see here at the reception centre, but also the longer term investments that are made. Giving land to refugees, involving local communities, meeting the needs of the local communities together with the needs of the refugees, building infrastructure, investing in education and health, I think these are aspects of this program that are extremely important. This is why we consider Uganda one of the pilots of the new way of approaching refugee assistance.”

“The arrival here of - we were just told - 300 people per day, and this is actually a lower figure than it was just a few days ago, means people are still afraid in South Sudan. They are still subjected to violence especially women and children. This is unacceptable and I think the leadership of South Sudan has a primary responsibility in restoring peace to the country so that people can go back. And the international community - I hope this conference will remind everybody - has to encourage the leadership in that direction.”

In a visit to the country, UN refugee agency (UNHCR) chief Filippo Grandi said Uganda provides “model response” by making “longer term investments” in both the local and refugee communities and not just providing humanitarian assistance.

Speaking from the Imvepi refugee settlement, Grandi said “giving land to refugees, involving local communities, meeting the needs of the local communities together with the needs of the refugees, building infrastructure, investing in education and health” as done by Uganda, makes the country “one of the pilots of the new way of approaching refugee assistance.” The High Commissioner called for greater support for Uganda which is now host to some one million South Sudanese refugees.

Grandi said some 300 people arrive to the settlement per day which means “people are still afraid in South Sudan.” He said women and children are still subjected to violence and called on the leadership in South Sudan to shoulder its responsibility in restoring peace to allow people to return to their homes.

The Imvepi settlement was opened February 2017 and houses some 119,000 South Sudanese refugees. Nearly four million people have been displaced by the ongoing conflict in South Sudan, including some two million refugees in neighbouring countries.
