United States (US) ambassador to the UN Nikki Haley said her country was prepared to use the “full range” of its capabilities including its “considerable military forces” to defend itself and its allies in the face of “North Korea’s destabilizing escalation.”
Speaking at the Security Council today (05 Jul), Haley said the Democratic Republic of Korea’s (DPRK) ballistic missile launch on Tuesday (04 Jul) make the world a more dangerous place and was a threat to all nations adding that the country’s actions were “quickly closing off the possibility of a diplomatic solution.” She said the US was prepared to use military force but prefers “not to have to go in that direction.”
Haley stressed that some countries’ desires to continue trade arrangement with the DPRK and the US were “not going to happen.” She said much of the burden of enforcing UN sanctions on the DPRK rests with China as it accounts for 90 percent of the country’s trade. She added that the US would continue to work with China but would not repeat the “inadequate” approaches of the past.
The US ambassador said her country does not seek conflict but rather wanted a peaceful denuclearization of the Korean Peninsula and an end to the DPRK’s threatening actions. She revealed the US’ intention to put forth a resolution to deal with the North Korean nuclear issue. She said if the Council was unified the international community could cut major sources of hard currency and oil to the DPRK military, increase air and maritime restrictions, and hold senior officials accountable. Haley stressed that the US would look at “any country that chooses to do business with this outlaw regime.” She noted that her delegation would “not have patience for stalling or talking our way down to a watered-down resolution.” She added, “Time is short. Action is required. The world is on notice.”
Chinese ambassador Liu Jieyi said the launching of a ballistic missile by the DPRK was in flagrant violation of relevant Security Council resolutions and a flaunting of the will of the entire international community adding that his country finds the launch unacceptable. He called on all parties to exercise restraint, avoid provocations, and work together to defuse the tension on the Korean Peninsula.
Liu said an initiative launched by the Chinese and Russian Heads of State in response to the missile launch calls for a resolution of the issue through dialogue and supported China’s suspension of suspension proposal. He said the joint initiative is aimed at addressing both “the symptoms and the root-causes” describing it as “objective, fair, reasonable, and feasible.” He hoped the initiative would receive the support of the international community.

Also speaking to the Council, Cho Tae-yul, Permanent Representative of the Republic of Korea to the United Nations, said “this is the last opportunity for the DPRK to chart a new beginning in inter-Korean relations, as well as in its relations with the international community. UN Assistant Secretary-General for Political Affairs Miroslav Jenca said the DPRK’s launch was “yet another brazen violation of the relevant Security Council resolutions and constitutes a dangerous escalation of the situation.” He called on the DPRK leadership to cease “further provocative actions and comply fully with its international obligations.” He urged all parties to work to reopen communication channels, particularly military-to-military, to lower the risk of a miscalculation or misunderstanding. He reminded Council members of the importance of separating political and humanitarian concerns as they consider their response and urged them to support the life-saving activities carried out by the humanitarian organisations in the country.
