The Chinese ambassador to the UN said if the United States and North Korea, as the “two principle parties” to the issue of denuclearization on the Korean Peninsula, “refuse to move towards what is required by the Security Council resolutions,” China’s efforts to resolve the issue “will not yield practical results.”

Speaking to reporters in New York today (31 Jul), Liu Jieyi said his country firmly opposed violations of Security Council resolutions by the Democratic People’s Republic of Korea (DPRK). He urged all the parties involved not to exacerbate the situation which could lead to heightened tensions. Lui noted that the Council resolutions on the DPRK’s nuclear programme contain sanctions on that programme and are not intended to have adverse effects on the humanitarian situation in the country or normal economic relations. He said the resolutions call for parties to avoid actions and language which exacerbate tensions and for efforts to resume the six-party talks (DPRK, Republic of Korea, US, Russian Federation, China and Japan).

The Chinese ambassador said, “We see of course further testing, that we oppose, and we also see language and action from elsewhere that heightens tension; talking about ‘all options on the table’, we all know what it means and what it contains.” Liu added that the deployment of the THAAD missile system on the Korean Peninsula was not “the way to counter the purported testing.” He said the system had negative effects on the strategic security and stability of many countries the region, including China.

Lui said that the roadmap China had put forward for negotiations to start was likely the only way forward. This includes the DPRK suspending its nuclear programme while the US and other countries in the region suspend their joint military exercises, as well as the resumption of negotiations without preconditions.
